Motorcycle riders, online consumers to benefit from new measures

The Ministry of Public Security has recently further simplified the formalities of motor vehicle licensing and registration through the introduction of various measures aimed at enhancing convenience for people and enterprises.

The measures, which took effect on July 1, are part of the ministry's ongoing efforts to deepen traffic management reform.

Qi Yaozhong, deputy director of the ministry's traffic management bureau, said the new measures enable people to register or sell their motorcycles in other provinces using only their resident ID cards, eliminating the requirement for a temporary residence permit.

In areas where motorcycles are subject to specific management policies, local regulations will be followed, he said. This change is expected to benefit more than 200,000 people annually by unifying motorcycle registration, driver's license applications and other related services nationwide.

Moreover, the process for reapplying for a driver's license has been optimized and streamlined, with a focus on targeted and practical examinations.

The ministry has also strengthened cooperation with courier companies to capitalize on the advantages of doorstep delivery services. This initiative allows the public to opt for delivery services when handling tasks such as replacing or renewing license plates, he said.

Couriers will be allowed to collect application materials, which will then be verified and processed by the traffic management department before the vehicle registration documents are delivered back to the applicant. It is estimated that the measure will benefit over 2 million people annually.

"To cater to the diverse needs of the public, the ministry plans to implement the doorstep delivery service gradually based on local conditions, expanding the scope of pilot cities and services over time and providing more inclusive and efficient traffic management services to urban and rural residents," he said.

Additionally, the ministry has leveraged the power of the internet to promote its Internet Traffic Safety Comprehensive Service Management Platform and the Jiaoguan 12123 traffic management app.

The app offers 35 services for vehicle and driver management, traffic violation processing and accident handling. With over 540 million registered users, the app provides daily online services to an average of 2.97 million users through national public security traffic management departments.

To address the public's lack of familiarity with traffic management procedures, the app sends notifications to users regarding required services, including vehicle inspections, driver's license examinations, traffic violation processing and more.

It helps users determine the documents they need for specific services, search for brick-and-mortar service locations and track various processes, Qi said.

Furthermore, the ministry has introduced another version of the Jiaoguan 12123 app that is anticipated to benefit over 2 million government and corporate entities annually.

The new version of the app allows organizations to manage their vehicles and registered drivers, check vehicle statuses, track traffic violation records and carry out various vehicle-related tasks online. By facilitating convenient internal management procedures, reducing operating costs and optimizing the business environment, the initiative aims to enhance the efficiency of government and corporate entities alike.
