China will contribute to a global community of health for all, promote the implementation of the United Nations 2030 Agenda for Sustainable Development and enhance the quality of its partnerships as it strives to strengthen international development cooperation, according to a white paper released on Jan 10.

The white paper, "China's International Development Cooperation in the New Era", was released by the State Council Information Office.

The document refers to "international development cooperation" as China's bilateral and multilateral efforts, within the framework of South-South cooperation, to promote economic and social development through foreign aid, humanitarian assistance, and other means.

Consisting of eight chapters, a preface, and a conclusion, the paper explains China's views on international development cooperation in the new era, the actions it has taken, and its plans for the future.

Promoting a community with a shared future for mankind is the mission of China's international development cooperation, and pursuing the greater good and shared interests is the underlying guideline, the white paper said.

Noting South-South cooperation is the focus of the country's international development cooperation, the document said Belt and Road Initiative cooperation is a major platform to serve that purpose. Helping other developing countries pursue the UN 2030 Agenda for Sustainable Development is its key goal.

By the end of 2019, China had launched 82 projects under the framework of the South-South Cooperation Assistance Fund in partnership with 14 international organizations, including the United Nations Development Program, the World Food Program, and the World Health Organization, according to the white paper.

The projects cover agricultural development and food security, poverty reduction, healthcare for women and children, responses to public health emergencies, education and training, post-disaster reconstruction, migrant and refugee protection, and aid for trade, the document added.

The white paper underlined the huge threat the COVID-19 pandemic poses to the lives, safety, health, and well-being of people throughout the world and the significant challenges it has created for global public health security. It also noted that implementing the UN 2030 Agenda remains a long, uphill journey.

"In the future, China will continue to uphold the vision of building a community with a shared future for mankind, follow the principle of pursuing the greater good and shared interests, do everything within its means to promote cooperation and inject Chinese strength into global development," the white paper said.
