CPC vows to promote Constitution implementation, interpretation

BEIJING — The Communist Party of China (CPC) has vowed to promote the implementation, supervision and interpretation of China’s Constitution at a key session with a rule of law theme.

The fourth plenary session of the 18th CPC Central Committee announced a communique after the session closed on Oct 23.

“Efforts to adhere to the rule of law should give priority to the rule of Constitution, and to adhere to the governing by law should put the governing in line with Constitution at the first place,” said the communique.

According to the document, the system to ensure the implementation of the Constitution and to supervise the implementation should be improved.

The National People’s Congress and its Standing Committee should play a better role in supervising the Constitution’s implementation.

Moreover, procedural and systemic rules regarding the interpretation of the Constitution should be improved, it said.

Also, the communique urged that system and mechanism should be established to ensure people’s congresses play a leading role in legislation, and cities with subordinate districts will be granted local legislative power in accordance with law.
