BEIJING — A white paper released recently by China helps the international community better understand the Asian country's development, scholars have said.

Ahead of the 70th anniversary of the founding of the People's Republic of China, the State Council Information Office released a white paper on Sept 27 titled "China and the World in the New Era," elaborating on China's achievements, development path, and relationship with other parts of the world.

China has taken a qualitative leap forward in social progress, economic prosperity, and the improvement of living standards, and it provides the world with the idea of win-win cooperation and the principle of achieving shared growth through discussion and collaboration, said Ruvisley Gonzalez, a scholar at the Havana-based International Policy Research Center.

Gonzalez said that the white paper will help the global community better understand China's achievements.

The white paper said China will never pursue hegemony, which shows China's commitment to the world, said Stephen Ndegwa, a public policy lecturer at the Nairobi-based United States International University-Africa.

Ndegwa said other countries could draw on China's experience in its reform and opening-up to combat poverty and improve living standards.

Egyptian columnist and writer Kamal Gaballa said China, just as the white paper says, has made contributions to building a better world, and that the China-proposed Belt and Road Initiative not only promotes China's development, but offers a new vision to other countries.

Saeed Chaudhry, director of the Islamabad Council for International Affairs, said the white paper is an ideal document to learn about China.

The white paper said that "China will embrace the world in a more open and inclusive manner, engage in more interactions with other countries, and bring more progress and prosperity to itself and the rest of the world," which leaves a deep impression, Chaudhry said.

Through the white paper, Chaudhry said, he sees a broader plan, in which China shares its results of development with poor countries and helps developing countries on the way to prosperity.
