Governance on community kindergartens to be strengthened

As an important part of public service infrastructure construction, building kindergartens attached to communities in urban areas is conducive to expanding inclusive preschool education resources and improving people’s well-being, a circular issued by the State Council on Jan 22 said.

Thus the government decided to enhance regulations on kindergartens’ planning and construction, according to the circular. Construction of attached kindergartens should be included in any plans for shantytown renovation, new town development and residential district construction, and poverty relief relocation.

Upon completion, kindergartens should be transferred in a timely manner to local educational authorities, which will develop them into public or nonprofit, inclusive private kindergartens.

The State Council asked for investigating community-attached kindergartens in each county, city and district, which should be finished by the end of April.

Problems found in the investigation should be rectified by the end of 2020 at the latest. Supervision and evaluation will also be strengthened in each process.

A working group will be established to enhance coordination. Responsibilities should be divided clearly, and related parties in local governments should make sure the governance on building kindergartens will be fully completed, the circular said.
