National emergency system to be improved

The State Council issued a national emergency system plan for the 14th Five-Year Plan period (2021-2025), according to a circular released on Feb 14.

The goal is to make significant progress in modernizing the emergency management system by 2025, with higher-level rule of law, scientific and technological information, and comprehensive support systems. And the ability of the whole society to prevent and respond to disasters and accidents will be enhanced.

By 2035, an emergency response system with Chinese characteristics that is compatible with the modernization stage basically realized should be established, the plan said.

In specifics, the preparedness system for emergency management will be improved, with risk prevention and control mechanism more efficient, measures against catastrophes more prepared, and the allocation of basic resources for emergency management optimized, the plan said.

The plan also urged promoting building standards for emergency management by implementing an action plan, and establishing a standard system with a complete structure, clear levels, and scientific classification, while setting up technical organizations for improving professional standards related to emergency management and mine safety.

National forces and industrial forces for emergency rescue are also emphasized in the plan.

Contingency plans, emergency supplies and transportation should also be fully prepared, according to the plan.
