The State Council approved a three-year action plan to promote employment for disabled people, according to a circular released on April 8.
From 2022 to 2024, the document said, more than 1 million new jobs should be created for disabled people in rural and urban areas, with enhanced capacity of the disabled in employment and entrepreneurship, and better guarantee of their employment rights.
To achieve the goals, employment actions will be conducted across public institutions, and State-owned and private enterprises.
Meanwhile, associations and social organizations specially designed for the disabled and startup pioneers will be allowed to promote employment and entrepreneurship for people with disabilities.
Assistance measures will be rolled out for rural disabled people and disabled college students in employment, while support will be provided to construct infrastructure facilities for provincial-level blind massage hospitals in medical care, rehabilitation and training.
To improve employment services, the document calls for at least one basic information review for unemployed disabled people who are of working age, one vocational capacity assessment for those willing to work, one registration of their employment needs, and one employment service.
Construction of vocational training bases will be intensified, and medium and higher vocational colleges will be encouraged to expand enrollment for the disabled to enhance their vocational skills, the document said.
