It clarifies and regulates administrative punishments and administrative compulsive matters set in accordance with laws and administrative regulations in market supervision, and administrative punishments set within department stipulations. Adjustments will be made in accordance with procedures.

It said that administrative law enforcement matters without legal basis should be annulled, and for items that need to be added or maintained, investigation was necessary to verify their legality, reasonability, and necessity.

For items listed in the catalog, requirements are needed to distinguish between matters and management systems, clarify the major responsibility combining practical situations and ascertain the responsibility of handling illegal actions.

In addition, the notice also called for focusing on items that concern market entities and people the most, putting more efforts into solving major problems that received the most complaints.
