China to further improve government services

The State Council approved establishing a regular working mechanism to improve efficiency of government services, according to a circular released on September 4.

The working mechanism will be supported by the nationwide integrated government services platform.

The circular asked to keep multiple channels smoothly open, such as the complaint and suggestion systems and review systems of the national integrated government services platform, the 12345 hotline and others to actively discover sticky business in delivering government services.

The circular urged local governments and relevant departments to build and improve a management mode which responds quickly and rectifies issues in time. Also, all parties are asked to enhance data research and analysis on real cases to find weak links in optimizing government services and improving its efficiency.

To empower the working mechanism, new technologies such as big data, artificial intelligence and block chains will be used to analyze and predict demands of individuals and enterprises.

The circular also emphasized the strengthening of the overall planning of the government services channels and coordination of online and offline services, which requires the improvement of orderly data sharing systems, laws and regulation systems, standards and rule upgrading systems, and so on.

According to the circular, a better organized evaluation and review system for government services will also be put in place. In addition, the government will introduce, cultivate, select and review more talents to help people use the government services platform in a more effective manner.
