Commercial system reform lifts barriers to innovation and entrepreneurship

The commercial system reform and incentive policies have generated immense enthusiasm in innovation and entrepreneurship across the country with efficient and better government services.

According to a survey from the Hainan statistical bureau under the National Bureau of Statistics, streamlining of administration and decentralization have unleashed entrepreneurial vitality of university students in the southern province. A total of more than 40,000 students from 18 Hainan colleges and universities have been involved in startups with 2,059 programs showing initial results.

By the end of July, Hainan had issued new policies to set up one-stop registration services for cross-border e-commence enterprises, and introduced a filing system for business operation sites instead of submitting relevant certificates.

Since last year, the province has cut 376 approval items, decentralized 2,383 items and integrated 277 ones, and cancelled some intermediary services to improve administrative approval speed by 78.8 percent.

In central China’s Henan province, the integration of the business license, the organization code certificate, and the taxation registration certificate has broken the boundaries among departments of industry and commerce, quality inspection, and taxation. Under the support of reform policies, 474,800 new market entities have registered in the province in the first half of this year, up by 17.4 percent year on year.

“Industrial and commercial authorities should take the lead to create good environment for innovation and entrepreneurship, and keep an open and inclusive market,” said Liu Haidong, head of Suzhou Industry and Commerce Bureau.

On Nov 6, 2015, Suzhou issued the first electronic business license through an online electronic registration system.

Currently, pilot electronic registration has been conducted in 18 provinces and cities. Shanghai, Guangdong, Shandong, Anhui, and several other provinces and cities have built the application system for electronic business certificates with around 1.7 e-certificates issued in the first half of this year.

More efforts are expected this year to cut down 1/3 pre-approval items and over 50 post-approval items, and electronic business certificates will be applied in the industrial and commercial system nationwide, said Zhang Mao, head of the State Administration for Industry & Commerce.
