Premier Li Keqiang ordered that ministers of all departments and administrations must actively respond to the public in a timely manner during an executive meeting of the State Council on March 18.

“We are in a highly transparent society now”, Premier Li said, “Ministers here should actively respond to media’s concerns, especially regarding the major issues.”

Saying the policies and documents issued by the State Council are sometimes “misread” in this fast-changing era, the Premier emphasized the necessity of actively responding by ministers in a timely manner.

“For example, when we released regulations on the real estate registration, we were aiming to integrate related businesses by putting them under one department for the convenience of the people. However, our intentions were misread”, the Premier said.

“Then, related departments came out with timely explanations at that time”, Premier Li said. “So, if needed, every department’s policies should give a further explanation and it should be done in an active and timely manner”.

Ordering the construction of an active response mechanism to society’s concerns, Li also encouraged ministers to be bold enough to speak out when facing media and society’s concerns.
