A supervision campaign of departments and local governments concerning implementation of policies was arranged during the executive meeting of the State Council on May 13.

“Supervision serves the interests of the country and its people. It is unnecessary to worry about upsetting anyone. The supervision teams will carry out incentives and punishments fairly,” said the Premier Li Keqiang, adding the move is to ensure major targets of this year’s economic and social development are met.

Premier Li noted that the teams cannot simply rely on submitted reports, but should go to lower-level governments and highlight examples where the policies had been fully implemented and uncover instances where implementation fell short and sanction those responsible.

In these instances, the State Council should circulate a notice of criticism and order those responsible to issue a review of their failings and means to correct them to the State Council, he said.

From June 25 to July 5 last year, the State Council sent eight teams to supervise 27 departments and 16 provinces.

“We can see that the supervision was effective and it has played a key role in maintaining last year’s economic growth,” Li said.

The Premier also urged the supervision to include various departments of the State Council.

The process will serve social and economic development, and will have as its priority removing barriers that hinder policy implementation, he said.

“The State Council has regulated that documents approved by the executive meeting should be issued within seven days. How about those approved by ministers? And those approved by several ministries?” Li asked, suggesting that governments and departments at all levels improve their efficiency.
