Premier Li Keqiang said Uruguay is a good friend and partner of China in Latin America, during a meeting with visiting Uruguayan President Tabare Vazquez in Beijing on Oct 19.

“The fruitful meeting that you held with President Xi Jinping, which agreed to establish a China-Uruguay strategic partnership, indicates that the bilateral relations are entering a new stage,” the Premier said.

The Premier said China was willing to strengthen high-level exchanges with Uruguay on the basis of mutual respect and equality, extend mutual support and understanding on issues concerning each others’ core interests, maintain communication and coordination on international and regional affairs, strengthen people-to-people exchange and enhance China-Uruguay relations.

Premier Li also said China is willing to integrate development strategies with Uruguay, tap complementary advantages, and expand cooperation in trade, investment, infrastructure, agriculture, animal husbandry and clean energy.

Against sluggish global economic recovery, and rising protectionism and anti-globalization, the start of the research into the feasibility of a free-trade agreement between the two sides will send a positive signal to the international community of maintaining trade liberalization and economic globalization, the Premier said.

He said it was conducive to elevating trade cooperation between China and Latin America and MERCOSUR, or the Southern Common Market, to a new stage, achieving mutual benefit and win-win result.

Vazquez said that since the establishment of diplomatic ties, the two countries had seen all-round development in bilateral relations with growing maturity.

Vazquez said Uruguay is ready to strengthen cooperation with China in trade, investment, finance, technology and culture as the cooperation between these two countries is highly complementary.

As a country supporting trade liberalization and the integration of regional cooperation, Uruguay is willing to negotiate and sign a free-trade agreement with China, he said.

The Uruguayan president also welcomed Chinese enterprises to increase investment in Uruguay.

Uruguay hopes to take an active role in promoting the relationship between MERCOSUR countries and China, he added.
