Premier Li Keqiang sent a letter of congratulations on Nov 22 to the 2nd High-level International Conference on Doing Business Practice and Reforms held in Beijing.

The business environment is productivity power, the Premier wrote in the letter. He mentioned China has been continuously deepening reforms to streamline administration, delegate powers and improve regulation and services over the years. Through attaching importance to market entities and improving the business environment, market vitality has been effectively inspired and boosted.

According to the Premier, China will speed up constructing a market-oriented, law-based and internationalized business environment by advancing the modernization of governance systems and capabilities. Also, China will streamline administration and delegate more powers to lower-level governments to create motive power, promote justice supervision to safeguard fairness and optimize services to offer convenience.

While promoting a high-level opening-up, China provides fair and equal treatment to enterprises with all ownership types, as well as strict protection of intellectual property. In this way, China is able to offer a better environment for all kinds of market entities to settle, invest and start businesses in China, the Premier said in the letter.

Premier Li also extended his hope for the attendees of the conference to have in-depth exchanges with each other, so as to contribute their wisdom and power to improve the business environment in China and the world.
