Premier Li Keqiang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, addressed a national meeting of secretary-generals and directors of general offices at all levels on Dec 18 in Beijing.
Vice-Premier Han Zheng, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, attended the meeting.
After extending greetings and gratitude to all the staff of general offices across the nation, the Premier acknowledged that they have achieved main annual targets amid complex international situations and mingling conflicts. The general offices have fully carried out decisions and deployment of the CPC Central Committee and the State Council, playing an irreplaceable part.
Next year, the Premier said, China may encounter larger downward pressure and a more complex situation, thus governments at each level will face more difficult tasks and bigger responsibilities.
Given this situation, governments at all levels should follow the direction of the Central Economic Work Conference, uphold new development concepts and push forward economic growth, reforms, structure adjustment, people's livelihoods, risk prevention and stability in a coordinated way, in a bid to finish building a moderately prosperous society in all respects and the 13th Five-Year Plan, the Premier said.
Premier Li noted that the administrative system of government plays a significant and decisive role. Administrative work, therefore, should be dedicated to people's well-being. Serving people should always remain the ultimate goal of the general office system.
Staff in the system should go all-out and constantly contribute to national development and people's livelihoods, the Premier said.
The general office system should attain a forward-looking mindset and acute observation. In the meantime, a time-honored, pragmatic and prudent ethos should continue to develop and shine with greater brilliance in daily work.
The situation and expectations of the grassroots level, enterprises, and people should be known for scientific policy-making to work, he added.
He urged them to push forward the implementation of different policies and reform measures, enhance department coordination, and exert all efforts to build service-oriented government institutions.
Premier Li also called for governments and departments at all levels to provide more support to staff in the general office system.
