Employment of college graduates, rural migrant workers emphasized

The State Council on Feb 25 unveiled measures to facilitate the employment of college graduates and rural migrant workers.

This is the second time that stable employment was emphasized at the State Council executive meeting.

Those at the meeting decided to expand the enrollment of postgraduate and degree programs, create more jobs in medical and social services at the community level, and strengthen support for micro and small enterprises to recruit more college graduates.

Employers will be guided to postpone job interviews and giving offers, and delay the registration time and settlement of hukou for graduates who defer their graduation, according to those at the meeting.

In addition, unemployed graduates can have their hukou and personal files held in trust for two years.

Premier Li said departments at all levels should organize migrant workers to resume work in an orderly manner through targeted cross-regional labor coordination.

As important channels to absorb migrant workers, some major projects should start construction as soon as possible with effective epidemic prevention and control, the Premier said at the meeting.

He also urged related departments to introduce measures for migrant workers employed in micro-, small- and medium-sized enterprises and help them return to work according to the prevention and control requirements of local governments.

Employment of rural migrant workers will be enhanced by creating more local or nearby jobs, and a group of new projects providing a large number of posts will be approved, according to the meeting.

It was also decided that key construction projects should prioritize poverty-stricken workers in recruitment.
