Premier calls for ban on arbitrary fines

Government departments should work without delay to sort out unreasonable regulations in various sectors and ban arbitrary fines, Premier Li Keqiang said at the State Council executive meeting on April 27.

"Some fines are now in a multitude of names. Do they comply with regulations? Are they reasonable?" Premier Li said. "Related departments should launch a serious clean-up to thoroughly eliminate illegal and non-compliant fines."

He urged paying attention to and resolutely rectifying problems such as illegal charges, arbitrary fines and unjustified financial levies.

"They harm people’s interests and increase the burdens on market entities, undermine the effects of tax cut and fee reduction policies, jeopardize the law-based business environment, and may lead to corruption," Premier Li said.

He required noticeable results in cracking down on unlawful charges on enterprises.

All regions and related departments should stop going after small gains in disregard of the big picture of benefiting businesses and the people, the Premier said.

"Departments concerned should roll out each policy and decision with great caution, and take into account the real feelings of market entities and the people. The power of government must be used to benefit people, because it comes from the people," he added.
