Premier Li stresses simplifying notarization

At the State Council executive meeting on May 19, Premier Li Keqiang stressed optimizing notarization services to deepen administrative reform, build a market-oriented and law-based international business environment, stimulate vitality of market entities and bring more convenience and benefits to businesses and the people.

“Enterprises and residents sometimes still encounter problems like numerous certification materials, time-consuming processes and high charges during notarization,” Premier Li said, urging more efforts to solve these problems and prohibit unreasonable charges.

The Premier called for further simplifying certification materials for notarization, and set up a fixed list of materials required for one-time notice by the end of the year.

At the meeting, Premier Li said materials that can be verified by valid personal certificates or shared information among ministries should not be repeatedly submitted, and a promise system should be established for frequent notarial affairs closely related to people's lives and production.

Those at the meeting also decided to provide easier access to better notarization services, move the whole process of high demand services online, open green channels for micro, small, and medium-sized enterprises, and open "one-to-one" services for financing expansion and capital turnover.

Supervision should be strengthened to rectify illegal notarization charges, investigate and punish related fabrication and falsification, Premier Li stressed.
