Vice-Premier Han Zheng, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, stressed the need to ground the efforts in the new development stage, apply the new development philosophy, and create a new pattern of development when joining deputies from Shaanxi province in a group deliberation at the fourth session of the 13th National People's Congress (NPC) in Beijing on March 5.
After listening to speeches from deputies Li Chunlin, Fang Lan and He Fei, Han expressed full support for the government work report delivered by Premier Li Keqiang at the session.
China has accomplished the major goals and tasks of the 13th Five-Year Plan, made historic achievements in economic and social development, reached higher levels of economic, scientific and technological power and comprehensive national strength, and made a giant stride toward the rejuvenation of the Chinese nation, Han added.
It is important to adhere to decisions and arrangements of the CPC Central Committee, and be dedicated to the fulfillment of goals and tasks for a good beginning of the 14th Five-Year Plan (2021-25), Han said.
Han underscored that China should ensure stability on six fronts and maintain security in six areas, implement macro policies at a scientific and precise manner, boost steady economic recovery and high-quality development, and keep the society in harmony and stability.
Han called for self-reliance in science and technology as a strategic underpinning for national development, mobilizing the whole nation, deepening institutional reform, investing more in science and technology, and promoting in-depth cooperation among industries, universities and research institutes.
More fiscal support should be offered at the community-level. Real-estate market regulations should be kept in place, and solutions should be sought for large cities’ housing problems to guarantee people's housing demands, Han said.
Han also stressed green development and harmonious coexistence between human and nature. Development must balance with security for sound precaution and defusing of major risks and challenges. The regular epidemic prevention and control requires further efforts to consolidate and expand the gained achievements.
Han gave full affirmation to Shaanxi’s progress in all aspects, expecting the province to unremittingly adopt high-quality development, deepen reform and opening-up, promote ecological construction and pollution control, and improve people’s livelihoods.
