Job qualification further eased to boost entrepreneurship

The Ministry of Human Resources and Social Security issued a circular on Oct 9 that no longer requires the nation’s manicurists to obtain professional qualification certificates.

The move is a further step in the ongoing reform of streamlining administration and delegating power to lower-level governments advanced by the State Council to stimulate the market and encourage mass entrepreneurship and innovation.

According to the circular, the Ministry of Human Resources and Social Security is determined to immediately stop the professional manicurist qualification test and certification and strictly prohibit administrative approvals of professional qualification level assessments, which could hinder entrepreneurship and innovation.

Since last year, 211 professional qualifications set by the central government have been abolished. But some local governments are still giving the qualification tests and certifications, which can severely constrain people’s creativity and the market.

The Ministry of Human Resources and Social Security will continue to abolish professional qualifications that impede entrepreneurship and innovation based on public opinion.

The ministry will also regularly publish and update information about professional qualifications.
