China to beef up business founding for people returning to the countryside

BEIJING — China will enhance the high-quality development of businesses started by people returning or moving to the countryside, according to an official guideline.

Over 15 million people nationwide will return or move to rural areas to set up businesses by 2025, creating around 60 million job opportunities, said a guideline jointly issued by 19 government agencies.

The guideline stressed the construction of industrial parks and demonstration areas with strong influence and integrated development of primary, secondary and tertiary industries for those businesses by 2025.

China will take a slew of measures to boost those industries, offering enterprises a better business environment, improved infrastructure, optimized public services and business funding platforms.

The companies will enjoy tax and fee cuts and financial support such as direct financing, new guarantee methods as well as an expanded scope of collateral, according to the guideline.

Enterprises' production and operation will also be supported with guaranteed land use and progress in human resources through entrepreneurship, vocational training and talent introduction.

The first policy statement of this year, released by China's central authorities on Feb 5, stressed efforts to encourage rural migrant workers, college graduates, veterans and entrepreneurs to start businesses in rural areas and support the application of more technological achievements in rural areas.
