China solicits public opinion on revised road-traffic safety law

BEIJING — The Ministry of Public Security has begun soliciting public opinion on a draft revision to the law on road-traffic safety.

The revision focuses on improving traffic management, road conditions and regulations on handling traffic accidents, among other things.

Some first or casual offenders should receive warnings and may be exempted from punishment on condition that they volunteer for public-benefit activities concerning traffic safety, according to the revision.

Repeat offenders and those guilty of driving while drugged or distracted, on the other hand, face heavier punishments.

The revision designates Dec 2 of each year as the national traffic safety day.

The public can submit their opinions before April 23, according to the ministry.
