The State Council released a circular on April 1 on their decision to reshuffle the national government affairs openness leading group.

According to the circular, Xiao Jie, state councilor and secretary-general of the State Council, was appointed director of the group, while Peng Shujie, deputy secretary-general of the State Council, is vice-director.

Members of the leading group are mainly senior officials from State Council departments and organs. Members also include Xu Lin, deputy minister of the Publicity Department of the CPC Central Committee, who is also director of the State Council Information Office, and Niu Yibing, deputy head of the Cyberspace Administration of China.
