Authorities to step up checks of old homes

Chinese authorities will beef up efforts to inspect old urban residential compounds built before the year 2000 to detect weak points in their infrastructure and carry out renovations, according to a notice published on Sept 7.

The notice, jointly issued by the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development, said inspections will focus on potential security risks in facilities related to gas, electricity and heat supply, as well as wastewater draining.

Efforts will also be made to address the lack of facilities people need, including nursing homes for the elderly, nurseries and parking lots.

While the central government will provide capital and policy support for infrastructure construction in the compounds during the renovations, local governments will also invest in the projects, and financial organizations are being encouraged to contribute.

1 billion yuan allocated to aid grain production

The central government has allocated 1 billion yuan ($155 million) to support autumn grain production in regions affected by recent typhoons, droughts and heavy downpours, the Ministry of Finance said in a notice issued on Sept 6.

The ministry said it has jointly worked with the Ministry of Agriculture and Rural Affairs to set aside money for disaster relief after learning about the situation in different regions.

According to the notice, the fund will be used to help farmers in affected regions replant or reseed their crops and purchase the goods and materials needed to resume agricultural production, so that they will not miss the critical period for ensuring the autumn grain yield.

The autumn grain harvest produces over 75 percent of the total grain in the country, and the July-September period is key to production.

15-minute living circle pilot zones approved

China has approved pilot zones for establishing the country's first batch of 15-minute living circles for people's convenience, and the Ministry of Commerce will work with relevant departments to introduce more supportive policies to help local authorities begin construction, a spokeswoman with the ministry said on Sept 2.

Once developed, the circles will feature different types of business services that meet residents' needs and provide other quality consumption in an area within a quarter of an hour's walk from their homes.

The approved pilot zones include: Beijing's Dongcheng and Shijingshan districts; Shanghai's Changning and Putuo districts; Fuzhou and Xiamen in East China's Fujian province; and Chengdu city in Sichuan province in Southwest China, Shu Yuting said.

"We will promote an experience that can later be applied in other areas and strive to construct a batch of urban living circles for people's convenience during China's 14th Five-Year Plan period (2021-25) … and let them play a bigger role in serving basic livelihoods and facilitating the upgrading of consumption," she said.
