Report’s new style reflects changing economy

Drafters adopted a new structure in the annual Government Work Report to highlight the challenges in China’s economic transformation, said Ning Jizhe, head of the research department of the State Council.

He was addressing a press conference on March 5 after Premier Li Keqiang read the report during the annual session of the National People’s Congress, China’s top legislature.

Unlike previous Government Work Reports, which usually consisted of three sections highlighting achievement of the past year, work for the year ahead, and key tasks, the report this year was made up of six sections: work and problems faced during the past year, this year’s work, reform and opening-up, economic growth, people’s livelihood, and government modernization.

“This was because the last four sections are so crucial that they each deserve to be an independent part of the report,” Ning said.

“Premier Li is in charge of drafting the report directly. The new framework reflects the priorities of the government, and is also in line with President Xi Jinping’s analysis of the governance and development of the country.”

“The targets we set for seven main goals, including innovation and environmental protection, in the four sections are also related to each other,” said Ning.

China’s development has reached a phase where the economy is in close alignment with livelihood and environmental protection, and the adjustment of financial and monetary policies should be planned as a whole with China’s reform and opening up in an international context, Ning said.

Compared with previous years, the first section of the report is more conservative when it comes to the government’s achievements, because “as the Premier said, the difficulties this year may be more daunting than the past year”, and “mentioning the past year’s achievement is not to show off, but to consolidate the people’s confidence to face up to new challenges in the future,” Ning said. “The economy has the potential, the room and the resilience to guarantee growth at about 7 percent this year.”
