Regulation to promote transparency of decision-making procedure: official

BEIJING — A newly-released provisional regulation will improve the transparency of major administrative decision-making, according to Vice-Minister of Justice Xiong Xuanguo.

It is also expected to make such activities more procedure-based and subject to strengthened supervision, said Xiong during a news conference on May 16.

He also introduced the drafting process of the provisional regulation.

Rules concerning five major phases of decision-making, namely public participation, feasibility assessment by experts, risk evaluation, study of legitimacy and discussion of the whole administrative body, were stipulated in the regulation.

The document also regulated the procedures for altering administrative decisions and the system of accountability for serious mistakes or delays in the decision-making process.

The regulation will take effect on Sept 1.
