More administrative licensing items to be canceled or delegated

A State Council policy briefing held on Sept 29 elaborated on a new string of administrative licensing items, including 29 to be canceled, and four to be delegated.

So far, the State Council has approved the cancellation or delegation of 1,094 such items in 16 batches since the 18th CPC National Congress, said Di Jing of the General Office of the State Council.

According to Wang Lejun with the Ministry of Agriculture and Rural Affairs, three types of related items will be changed into filing, including registration, testing and examination of new pesticides, registration of certain types of fertilizers, and registration license for veterinarians.

In addition, further efforts should be made to manage the filing information of registered veterinarians and beef up training and practice regulation, Wang said.

According to Zong Changqing, head of the Department of Foreign Investment Administration with the Ministry of Commerce, 10 related administrative licensing items will be canceled or delegated, covering simplification of the market access process, facilitation of operations of imports and exports, and more preferential treatments for foreign investors.

In the next phase, Zong added, the Ministry of Commerce will carry on with more work, highlighting implementation of policies on foreign investment, implementing of the national and free trade zones' negative lists published in 2020, and further pushing forward the construction of the Hainan Free Trade Port and national pilot free trade zones.
