BEIJING — In the latest effort to simplify nationwide access to public resources, China will launch a unified public resource website on a trial basis to provide market entities with one-stop service, an official said Dec 1.
The hub will distribute information on construction project bidding, trading of land-use rights, government procurement, and state-owned property rights transactions, Yang Shaoliang of the State Information Center said.
The portal is China’s latest move toward establishing a unified system of rules, information, experts and services by the end of June 2017 to streamline administration and let the market play a bigger role in resource allocation.
Since preparations began in November 2015, the site has grown to cover all of China’s 31 provincial-level regions and will expand to cover all public resource trading sectors, Yang said at a news conference.
With the new site, market entities will no longer need to explore a patchwork of local websites for trading information, said Li Kang, head of the National Development and Reform Commission’s (NDRC) department of laws and regulations, at the conference.
The number of public resource markets has dropped by 85 percent to some 500 since August 2015, when the State Council issued a work plan for the streamlining target, according to Li.
The plan orders provincial authorities to integrate their websites to improve government efficiency, prevent corruption, and allow easier resource access for start-ups and entrepreneurs.
An integrated provincial portal for public resource trading helped the eastern Anhui province lower trading costs by 142.1 billion yuan ($20.6 billion) between January 2015 and October 2016, a local NDRC official said.
