The State Council issued a circular on Nov 12 regarding the annual performance evaluation of provincial governors over the food security system.
The State Council will assess provincial governments’ performance in improving sustainable food production, keeping farmers’ willingness to grow grains, enhancing grain reserve capacity, securing grain market supply, and ensuring grain quality and safety, which are the goals in the food security system that holds governors accountable.
According to the circular, the annual performance appraisal will be carried out by a working group that consists of ministries and bureaus including the National Development and Reform Commission and the State Administration of Grain.
To implement the national food security strategy, the State Council made public the governor responsibility system of food security on Jan 22.
