The State Council issued a circular on Nov 30 to simplify public service procedures and improve the quality of service.
Simplifying service procedures will help improve quality and efficiency, provide better services, further promote mass innovation and entrepreneurship and boost market vigor, according to the document.
It said that authorities at all levels should reorganize the public service lists at government departments, State-owned enterprises and organizations, and intermediary organizations, and update them from time to time.
They should also disclose the service lists and guidelines by posting them on the official websites, or handing out related brochures to the public.
Materials that are not required by laws and regulations must be canceled in principle, and related department should clearly stress the identifications that must be provided by the applicants, and if necessary, a public hearing is also needed, said the circular.
It requires governments to upgrade the function of administration service centers to cover all public service items and simplify procedures and shorten the administration time, and improve the service quality.
Government departments involved must enhance their coordination, set up an information platform for public services and promote public service information sharing among different departments, regions and sectors.
Service items that can be dealt with online should be processed online, according to the circular.
