State Council cuts administrative approvals

The State Council on Feb 28 decided to eliminate a second batch of 192 intermediary service items that require administrative examination and approval.

Related departments are urged to implement the policy and strengthen supervision, especially over items that involve public security.

For example, applicants for Sino-foreign cooperative education projects or joint programs between schools on the Chinese mainland and those in Hong Kong, Macao and Taiwan that offer bachelor’s or higher degrees will no longer need to submit certificates of capital verification.

Applicants for qualification certificates for tour guides will be required to submit their bills of health, but the approval departments cannot designate any specific hospitals.

Major national historical and cultural sites can draft their own plans for renovation. Approval departments retain their evaluation functions, but should not designate any kind of agency services.
