Govt issues project guidance to boost manufacturing

China made new moves to chart the course of the country’s manufacturing development, part of efforts to boost the Made in China 2025 strategy.

The project implementation guidance clarifies the direction and main tasks for projects involving building manufacturing innovation centers, enhancing industrial bases, green and smart manufacturing, and high-end equipment innovation, in the next five to 10 years.

Five documents were jointly released on Aug 20 by the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Technology, and the Ministry of Finance.

Projects for developing manufacturing innovation centers and industrial bases should work to bolster basic and fundamental tasks in fields such as key technological breakthroughs, commercial applications, core parts and components, key materials, and to address bottlenecks in developing basic services for industrial technologies.

Green projects are set to help promote the green upgrading of manufacturing industries, while smart manufacturing projects will push forward the smart transformation and high-end upgrading of manufacturing. Innovation projects for high-end equipment will help promote industrial application of major equipment, providing advanced tools of production for various industries.

After publishing the Made in China 2025 strategy, China launched a planning system called Made in China 2025 Plus X, with X referring to 11 guiding documents, including the five documents guiding implementation of manufacturing projects, four development planning guidance documents, and two action guidance documents.
