State Council further adjusts catalog of permits for industrial products

The State Council has issued a circular to further adjust the catalog of permits for industrial products and conduct a test of streamlining approval procedures.

Permits for 19 categories of industrial products will be abolished, and those of three categories of industrial products will be replaced by compulsory certification management.

Meanwhile, permit management will be delegated to quality supervision authorities at provincial levels by the national quality supervision watchdog, according to the circular.

For products that still need permits for manufacturing, related departments should increase the approval efficiency to reduce enterprises’ costs.

Related industries and regions are asked to conduct a test on simplifying approval procedures, allowing enterprises to present a qualification report by an eligible agency instead of going through pre-licensing inspections.

In addition, government departments can also conduct on-site inspections for companies after they obtain the manufacturing license, in order to enable them to start production as soon as possible.

As the policy is rolling out, enterprises are urged to operate in a responsible manner, to ensure the quality and safety of their products.

The State Council may revise related rules and regulations in accordance with the situation while implementing the policy.
