The State Council has moved forward and issued a plan concerning the implementation of the work assignment, which was decided at a teleconference on the reform of streamlining administration on June 13.
According to the assignment, regarding the work division of promoting employment and entrepreneurship, government departments including the State Administration for Industry and Commerce, along with the National Development and Reform Commission, will be asked to take due responsibility for a nationwide integration of licenses and expand the pilot reform of the negative list for market access.
In terms of reducing an enterprises’ burden, the Ministry of Finance, the State Administration of Taxation and other related departments will be expected to work on comprehensively carrying out the value-added tax (VAT) reform, and cleanup of government funds and administrative fees.
Other departments – including the Ministry of Civil Affairs and the General Administration of Quality Supervision, Inspection and Quarantine – will be ordered to take measures to facilitate trade and investment, and improve government services to provide conveniences for the public.
Officials in charge will also be expected to strengthen leadership roles, beef up inspections and accountability, and encourage innovations at grassroots levels.
