The State Council released a circular on May 11, detailing its legislative work plan for the year 2019.
The document stressed strengthening legislation work with the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and with a deep understanding of his new concept of governing the country in accordance with the law.
The work plan is aimed at improving the quality and efficiency of legislative work and providing legal support for deepening reform, expanding opening-up and enhancing high-quality development, said the circular.
It urged strengthening the Communist Party of China’s leadership on legislation and arranging legislative projects with a scientific and rational approach.
In 2019, a total of 13 draft laws will be proposed for deliberation to the National People’s Congress Standing Committee, concerning areas such as deed taxes, protection for veterans, community correction, cryptography, atomic energy and export control.
Additionally, 42 administrative regulations will be formulated and amended, such as regulations on illegal fundraising, sewage discharge permit management, optimization of business environment, enterprise name registration management, migrant workers’ wages and payment, housing rental and foreign bank management.
Other legislative projects regarding national defense, military reform, administrative reform and foreign investment law will also be covered by the annual work plan.
