In a reply to the Beijing municipal government, the Ministry of Commerce, and the Ministry of Justice on Oct 18, the State Council approved temporarily adjusting several administrative regulations and department rules approved by the State Council in Beijing municipality.

According to the reply, administrative rules on Chinese-foreign cooperation in running schools, foreign-funded telecommunication enterprises, commercial performances, quality management of construction projects, survey and design of construction projects, travel agencies, and interim regulations on registration of private non-enterprise units, plus the 2020 special management measures for foreign investment access (negative list), will be adjusted.

The State Council urged related departments and the Beijing municipal government to implement the adjustments, in line with the plan for launching pilot programs and establishing demonstration zones in Beijing to advance opening-up in the service sector.
