The pilot experience of standardized management reform on administrative filing in Hebei, Zhejiang, and Hubei provinces will be promoted nationwide, according to a circular released by the State Council on Nov 18, 2022.

The three provinces saw further standardization and facilitated administrative filing procedures after a one-year pilot reform of standardized management of administrative record filing launched in July, 2021.

For problems like unclear concepts, loose settings, nonstandard management, and opaque implementation of administrative filing, Hebei authorities have vigorously promoted the unification, standardization, and intelligent and convenient operation of the administrative filing, providing useful experience for the standardized management of administrative filing nationwide.

Zhejiang authorities have taken the work for pilot reform on standardized management of administrative filing into the annual assessment of comprehensively deepening reform, set up a special team with multiple departments’ participation, and established an efficient work mechanism to promote the pilot work.

The Hubei government service management department has set up a special team, inviting experts in administrative law and standardization, as well as front-line personnel of government service to form a consultation group. They have organized 12 training sessions and work promotion meetings for pilot areas and relevant departments, unified policy responses, clarified norms and promoted the pilot work of standardized management reform on administrative filing to achieve success.
