State Council releases latest policies

The State Council released several policies last week to deepen reform and improve people’s livelihoods.

At the executive meeting on July 27, the State Council made decisions to promote the implementation of major projects by local authorities, establish a law-based and market-oriented mechanism to cut excessive capacity and take measures to better serve small and micro enterprises (SMEs) in financing.

The State Council issued a guideline last week on deepening reform of the taxi industry. The main tasks included combining business between regular taxis and online booking services, encouraging the taxi industry to provide online booking services and giving lawful status to car-hailing services.

The State Council also released a guideline on restructuring and reorganizing State-owned enterprises (SOE) last week.

The State Council issued a reply to Chongqing municipal government, approving its construction of an independent innovative demonstration zone.

The Ministry of Education and eight other departments planned to establish a national community education network by 2020 through 200 demonstration areas with exemplary practices and 600 others to test relevant practices.

The Ministry of Industry and Information Technology, the National Development and Reform Commission (NDRC) and the Chinese Academy of Engineering released an action plan to promote the development of service-oriented manufacturing, in accordance with the national strategy of the “Made in China 2025” initiative.

The State Administration of Taxation decided to classify export enterprises on the export tax rebate (or exemption) according to their credits, tax records and net assets, so as to carry out differentiated management starting Sept 1.

The State Administration for Industry and Commerce released a document to push for facilitation of trademark registration, gradually opening three ways of registration access for this process.

The Financial Ministry and the NDRC issued a notification in response to questions on fees for real estate registration. According to the document, other fees will be canceled after charging fees on real estate registration and SMEs will enjoy free registration for real estate.
