Improve financial aid after natural disasters

The State Council executive meeting, presided over by Premier Li Keqiang on May 3, decided to raise central government-financed living allowance standards for people affected by natural disasters, and step up rebuilding damaged homes.

Unified standards for emergency aid after natural disasters should be promoted. Bereaved families hit by catastrophic natural disasters will get more pensions, more living allowance in the transition period, and more subsidies for house reconstruction.

Promote private healthcare services

The executive meeting on May 3 clarified measures to promote the development of private medical institutions and healthcare tourism. Simplified approval procedures will be granted to founding private GP clinics, medical laboratories and rehabilitation care centers.

The government will encourage social capital to be invested in integration of healthcare, tourism and elderly care services, and develop high-end medical care, traditional Chinese medicine healthcare, rehabilitation and healthcare tourism.

Strengthen safety in schools, kindergartens

The State Council issued a circular to strengthen security in schools and kindergartens by improving the campus security risk prevention system, risk control mechanism, and accident management.

Streamline taxation procedures

In a recent circular, the State Administration of Taxation rolled out four long-term mechanisms and 20 measures to improve efficiency and simplify procedures in tax services.

The administration called on all levels of taxation administrations to push ahead the movement and to take an active role in creating a better business environment.

More subsidies for medical insurance

A notification jointly issued by the Ministry of Human Resources and Social Security and the Ministry of Finance stated that in 2017, per capita subsidies for medical insurance will be raised by 30 yuan from 2016, to 450 yuan each year.

Also, per capita payment for medical insurance in both rural and urban areas will be increased by 30 yuan from last year, to 180 yuan a year.

Overall reform of public hospitals

The National Health and Family Planning Commission and six other departments released a notification to launch overall reform of public hospitals and remove medicine markups before Sept 30.

The document urged efforts to consolidate reform results in pilot cities, and expand the reform of county-level public hospitals.

More reform in public security sector

The Ministry of Public Security stressed major tasks in reforming the public security sector, which include improving people’s lives, streamlining administration, delegating power and enhancing services, and promoting reforms in law enforcement, police management and police affairs management.

According to the document, public security organs will make practical progress in helping key groups obtain hukou, fully implementing the residential permit system, and promoting social integration of migrant workers and other groups, in an effort to reach this year’s target of offering hukou to 13 million people.

Ensure compulsory education for disabled students

According to a notification co-issued by the Ministry of Education and China Disabled Persons Federation, physically challenged school-age children and teenagers’ right to receive compulsory education will be further ensured.

The document called for efforts to organize enrollment of physically challenged students, develop education programs to fit students’ different conditions, and increase educational resources for the students.
