Premier Li stresses optimization, inspection
A State Council executive meeting on Sept 13 emphasized inspection as an important measure to improve supervision and policy implementation. The State Council launched its first round of nationwide inspections in 2014, followed by two inspections in 2015 and 2016.
The fourth inspection, conducted recently, found that the ongoing supply-side structural reform is progressing in a steady manner as the economic structure continues to optimize.
However, problems persist, including capacity cuts, unreasonable fees and the commercialization of research findings.
Premier Li Keqiang also heard a third-party report on the implementation of major policies, and urged related departments to study issues and suggestions raised in the evaluation.
He said more efforts should be made to optimize services for mass entrepreneurship and innovation, and remove barriers to private investment.
Meanwhile, government policies should be more precise and practical, and be widely publicized through new types of media, the Premier said.
Policy encourages private investment
China has released a slew of measures, including improving government services and offering more financing channels, to encourage private investment.
The measures also include delegating power, strengthening regulation and attracting more private funds for public-private partnerships, according to a guideline issued by the State Council on Sept 15.

Reform in innovation to be expanded
The State Council released a circular on Sept 14 to step up efforts to encourage innovation with preferential measures.
According to the circular, the innovation move, fueled with 13 measures in four aspects, will be spread nationwide. The measures cover eight areas — including the Beijing-Tianjin-Hebei region, the Shanghai municipality and the Pearl River Delta region in Guangdong — where pilot reforms in innovation are being carried out.

Strict regulation against money laundering, terrorism financing
China will strengthen measures against money laundering, terrorism financing and tax evasion as the country’s major part of building a modern finance regulation system and safeguarding stability, according to a circular released by the State Council General Office.
The circular stated that an improved law and regulation system and a coordinated regulation mechanism should be set up by 2020 to effectively prevent and control unlawful actions.

Shanxi to deepen economic transformation
The State Council has issued a guideline on promoting Shanxi as an energy resource-based economy, to achieve economic transformation.
The plan set goals on establishing a mechanism to bolster the economic transformation of Shanxi by 2020, with more coal mining and rough coal processing slashed, while gradually increasing advanced coal capacity to account for two-thirds of the overall industrial value-added output.

Measures against illegal tourism
The National Tourism Administration has issued a circular to crack down on illegal tourism operations during the coming National Day and Mid-Autumn Festival holidays.
The circular also urged local authorities to make plans to tackle anticipated peak periods of travel and prevent stampede accidents.
Digital vocational education encouraged
According to a guideline issued by the Ministry of Education, 90 percent vocational colleges should build a digital campus by 2020.
Meanwhile, local governments should formulate their plans and policies based on “informationalized” vocational education with improving facilities.
Insurance in place to encourage use of new materials
According to a circular jointly released by the Ministry of Industry and Information Technology, the Ministry of Finance and the China Insurance Regulatory Commission, users of new materials will be covered by insurance.
The policy is intended to encourage and speed up innovation, with a maximum subsidy of 500 million yuan ($76 million) from the government.
Nationwide use of bioethanol fuel by 2020
China plans to use ethanol gasoline across the country by 2020, the National Development and Reform Commission and National Energy Administration said on Sept 13.
According to the plan, China aims to build an advanced liquid biofuel system and put into operation a pilot facility that will be able to produce 50,000 tons of cellulosic ethanol a year.

The Ministry of Industry and Information Technology has released a document specifying methods to deal with harmful programs and security hazards on the internet.
Cold chain logistics to ensure food safety
According to a circular release by the Ministry of Transport, a standard, efficient, safe and green system of cold chain logistics should take shape by 2020.
The policy aims at a full-process cold chain, or an uninterrupted series of temperature-controlled environments for the transport of perishables, to improve logistics services and food safety.
