The goal of development is to improve and ensure people's livelihoods, while the source of development comes from the hardworking, wise, and persistent people who are continuously creating social wealth and contributing to the nation’s prosperity, Premier Li Keqiang said while joining deputies from South China’s Guangxi Zhuang autonomous region in a group deliberation at the third session of the 13th National People's Congress (NPC) on May 23.

This year’s Government Work Report pays close attention to the people’s livelihoods and puts the priorities in six areas, including employment, people's livelihoods and the development of market entities in a prominent position, the Premier said.

Both measures to help the development of enterprises and stabilize employment and policies to expand the coverage of unemployment insurance and minimum subsistence allowances are to ensure the bottom line of people's livelihoods, he added.

By doing so, consumption also can be boosted. Consumption has the most direct relation with people's livelihoods, and is playing a leading role in China's economic development, according to Premier Li.

“We used to emphasize that steady economic growth ensures employment and people's livelihoods, but for now we can say employment and people's livelihoods ensure stable growth. This is a new way we are exploring,” the Premier said.
