Further efforts must be made to improve Party conduct, build a clean government, and fight against corruption, Premier Li Keqiang said at the State Council’s fourth work conference on clean governance on April 26.
Clean governance is an important guarantee for economic and social development, said Premier Li, who is a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee.
Vice-Premier Han Zheng, also a member of the Standing Committee of the Political Bureau of the CPC Central Committee, vice-premiers Sun Chunlan and Hu Chunhua, and state councilors Wang Yong, Wang Yi and Zhao Kezhi attended the meeting.
State Councilor Xiao Jie chaired the meeting.
Full and rigorous governance over the Party should be applied to concrete actions, the Premier urged, and made the following requirements.
First, strict measures must be taken to ensure that tax and fee cuts are fully implemented to vitalize market entities. Strengthened supervision on fiscal funds should be made in an all-around way to better benefit enterprises and the people with the direct fiscal fund allocation system. Illegal charges on enterprises will be handled. The government should accurately and effectively implement financial policies that benefit enterprises, strengthen financial supervision and thoroughly investigate corruption behind financial risks.
Second, the government should strengthen supervision in investment in areas of people’s livelihood, including employment, education, medical care, and old-age care. Investment structure should be further optimized, and behaviors such as withholding and embezzling funds, false claims of expenditures, and giving preferential treatment to relatives and friends should be resolutely investigated and punished.
Third, the government should be frugal and take effective measures to cut non-urgent and non-rigid expenditures. Although China’s fiscal revenue is recovering rapidly, the government cannot relax its efforts in being frugal. The government should act against wasteful practices, and save expenditures for the people.
Fourth, the government should deepen reform to streamline administration, delegate power, improve regulation and upgrade services to further energize market entities and inspire social creativity. Administrative power should be standardized at its source to further eliminate breeding grounds for corruption. Fair and just supervision should be implemented, while unruly law enforcement and illegal activities for personal gain should be prevented. The government should launch major supervision of all coverage over areas that concern life, health and public safety. Illegal behaviors, such as selling fake and forged commodities, should be strictly disciplined and punished.
