Civil Aviation Administration China

The main functions of the Civil Aviation Administration of China:

To put forward development strategies and long-term plans for the civil aviation industry; provide specific suggestions related to the comprehensive system of transport; formulate rules and regulations; implement and supervise; draft policies, standards, laws and regulations; and promote the institutional reform of the civil aviation industry;

To shoulder the regulatory responsibility of flight safety and ground safety; examine, supervise and monitor the work of representatives of civil aircraft manufacturers, training institutions, and maintenance companies; supervise the transportation of hazardous articles; take charge of the nationality registration and operational assessment of civil aircraft; regulate and examine the minimum standards for operation; appraise staff of civil aviation companies; regulate and supervise hygiene and sanitation in the civil aviation industry;

To regulate the air traffic control system of civil aviation; divide and authorize airspace; construct and regulate airways; supervise and manage communication and navigation, aeronautical information and meteorological data collected for civil aviation;

To supervise flight safety; deal with skyjacking, bombing and other crimes that affect regular operation; take charge of safety inspections, airport security, and fire emergency procedures;

To summarize conditions that jeopardize or may jeopardize the safety of civil aviation; investigate and deal with civil aviation accidents according to the law; organize and coordinate emergency response; organize and coordinate important transportation tasks; and participate in national defense mobilization;

To construct civil airports and ensure public security; examine and approve site selection, general plan, and engineering design of civil airports; be responsible for preserving the environment, as well as for the use of land, air quality, and other related issues; and regulate and supervise the quality of civil aviation construction projects;

To regulate and supervise the air transport market and also the general aviation market; supervise and examine the service standards and quality of civil aviation; defend the lawful rights and interests of air passengers; and examine and approve activities related to air transport and general aviation;

To make guidelines for price-setting and fee scale of the civil aviation industry; supervise the implementation of price standards; provide advice on finance and taxation of the civil aviation industry; invest in - and also lead - civil aviation construction projects within the jurisdiction; examine and approve the leasing and purchasing of civil aircraft; monitor the economic efficiency and operational aspects of the civil aviation industry; and release official statistics;

To promote the scientific and technological development of civil aviation; promote informatization; guide activities including the development of human resources, scientific education, professional training, energy conservation, and emission reduction;

To develop international communications and cooperation with foreign governments; defend national interests regarding the aerospace industry; and promote communications and cooperation with Hong Kong, Macao and Taiwan;

To regulate local administrations, public security organizations directly under the jurisdiction, and air police;

To undertake other tasks as requested by the State Council and the Ministry of Transport.
