Pricing mechanism and monopolies in focus

Market-determined pricing to be established

A market-determined pricing mechanism will be established by 2020, a guideline released recently by the National Development and Reform Commission said.

The top price regulator said in the guideline that a government-regulated pricing mechanism will also be set up based on designated cost and reasonable profits. In addition, another pricing system will be forged to promote green development, while a pricing system ensuring the welfare for low-income groups will be created, the document said.

Meanwhile, the anti-monopoly law enforcement system will be improved along with the pricing mechanisms. The guideline aims to build an environment that ensures free flow of elements, flexible pricing responses, fair and orderly competition, and survival of the fittest among enterprises.

Online food regulation to take effect in two months

A new regulation will come into effect on Jan 1, 2018 to manage online food services, according to a work plan issued recently by the China Food and Drug Administration.

Online food providers must have food business permits that are granted to real restaurants and these providers should not sell any unauthorized foodstuff, the regulation said. The regulation requires the same quality and safety for food sold via the internet as that sold in restaurants.

Deliverymen should adhere to strict hygiene, always use safe and sanitized containers to ensure food is uncontaminated on its way to buyers. Training and management should be strengthened for these deliverymen, the regulation added.

Universities to get authority over title evaluations

The Ministry of Education and the Ministry of Human Resources and Social Security jointly promulgated a new work plan for professional title evaluations for teachers at universities.

Universities will be authorized to make decisions on the evaluations, while some universities and colleges that cannot independently do the evaluations can work with other peer institutions or get the task entrusted to other institutions.

The plan said all materials related to the evaluations must be kept for at least 10 years, with the whole evaluation process to be fully traceable.

New action plan to further boost smart manufacturing

China will establish a remanufacturing sector valued at 200 billion yuan ($31 billion) by 2020 while establishing 100 high-end smart manufacturing enterprises, research centers and information service platforms, said a recent action plan released by the Ministry of Industry and Information Technology.

The plan was released by the ministry to promote high-end smart remanufacturing. It also aims to improve technical management and industry development of machine and electric products, promote green development and achieve green growth.

In the next three years, the country will aim for breakthroughs in some key technologies such as the forging process, according to the plan. The country will also release 50 standards in management, technologies, and equipment assessment for high-end smart remanufacturing. A market-oriented mechanism for remanufactured products should be established to promote replicable lessons, the document said.

Renewable energy to be further promoted

The National Development and Reform Commission and the National Energy Administration released an implementation plan to solve the problems facing some regions not utilizing hydropower, wind and solar power.

The plan also targets to promote renewable energy nationwide, which can diversify China’s energy structure and help achieve sustainable development.

By the end of this year, about 90 percent of hydropower in Yunnan and Sichuan provinces should be utilized. The ratio of wind power not utilized should be reduced to about 30 percent in Gansu province and the Xinjiang Uygur autonomous region, with the ratio of unutilized solar power to decrease to 20 percent, the plan said.

Millions of migrant workers return home for startups

The Ministry of Agriculture said rural areas are seeing an increasing number of entrepreneurship and innovation entities.

About 7 million migrant workers have returned to their hometowns to start businesses, with more than 50 percent using information technologies such as internet-based ones, the ministry said.

Microfinance volume to reach $60.3 billion

The volume of microfinance set to help eliminate poverty is expected to exceed 400 billion yuan ($60.3 billion) by the end of this year, said the State Council Leading Group Office of Poverty Alleviation and Development.

As of the end of October, the volume of microfinance in this field hit 393.1 billion yuan, supporting about 10 million poverty-stricken households, according to the office. About 36 percent of the applicants were granted loans, it said.
