Vice-Premier Wang Yang emphasized at a meeting in Dalian on July 31 that the customs clearance reform to promote information exchange, mutual recognition of supervision and mutual assistance in law enforcement is crucial to break institutional barriers to port development, and promote stable and sound foreign trade.

In the past year, progress has been made in the clearance reform by related regions with a “single window” for international trade established in all coastal ports and “one-stop service” mechanism in place in some regions. These integrated measures will cut clearance procedures and save costs, said the vice-premier.

He urged that in the future the reform should enhance top-level design to reduce redundant construction with unified technical architecture and standards, expand “one-stop services” to promote facility and resource integration and pilot comprehensive law enforcement, enhance information exchange and sharing, innovate and accelerate clearance, establish a regular security control mechanism, and strengthen responsibility of law enforcement departments of ports.
