China stresses dialogue in improving international security cooperation

MOSCOW — China insists that every country should place equal emphasis on development and security while advocating sustainability in the process and having common prosperity as the basic objective.

The remarks were made by Chinese State Councilor and Defense Minister Chang Wanquan in addressing the Fourth Moscow Conference on International Security held in the Russian capital on April 16.

To improve international cooperation in security and cope with global challenges in this regard, China believes it is necessary to advance establishing a fair and just international order, said Chang.

“All nations should safeguard the tenets and principles enshrined in the Charter of the United Nations, and work together to undertake the responsibility of safeguarding regional and international security and build a new international relationship characterized by win-win, cooperative nature at the core,” said Chang.

It is important to insist in the effective way of developing cooperation via dialogue and all countries should work hard to forge security interest ties, improve crisis control and properly settle disputes by taking the other side’s rational concerns into consideration, Chang stressed.

He also reiterated that China has always been a constructive force in international security affairs and the Chinese military will focus its development on its capacity to safeguard sovereignty, security and territorial integrity of the country.

In meeting with Russian Defense Minister Sergei Shoigu, Chang said China is willing to work with Russia and strengthen practical military cooperation. Given the China-Russia comprehensive strategic cooperative partnership, exchanges and mutual trust between the two countries have been improving at all levels and in all fields.

While pledging to push forward the pragmatic, all-around military cooperation between China and Russia, Chang also vowed to well implement the planned cooperation projects agreed by the two militaries and make a success of the activities meant to mark the victory of the world anti-fascist war and the 70th anniversary of China’s victory of the war against Japanese aggression.

The Fourth Moscow Conference on International Security, chaired by Russian Defense Minister Shoigu, was attended by defense ministers from 14 countries, including Belarus, Kyrgyzstan, China, Pakistan, Iran and Serbia. Representatives and experts of regional organizations such as the Organization for Security and Cooperation in Europe also attended the conference.
