‘Four Comprehensives’ vital for civil air defense reform, State Councilor says

“The Four Comprehensives’’ must be fully implemented to boost reform in the civil air defense sector, State Councilor Chang Wanquan said during a training session in Shenyang, Liaoning province.

The implementation of the “The Four Comprehensives’’, a political concept initiated by President Xi Jinping, will help ensure national security, Chang said after he inspected civil air defenses in the three Northeast provinces of Heilongjiang, Jilin and Liaoning.

Chang stressed that the civil air defenses are an important component of national defense and military preparedness.

Government bodies at all levels should attach importance to civil air defense in order to realize the Chinese Dream and the goal of maintaining a strong army, Chang said.

The plan of boosting reform in the civil air defense sector, which was jointly issued by CPC Central Committee, the State Council and Central Military Commission, was a set of guiding principles and measures on how to carry out the civil defense work under new and changing circumstances, Chang said.

Government bodies should study the plan to improve defense capacity based on an efficient flow of information, protecting key potential targets, such as cities and strategic economic sites, and forging a solid defense shield for the country and people, Chang added.

“The Four Comprehensives” introduced by Xi refer to comprehensively building a moderately prosperous society, comprehensively deepening reform, comprehensively advancing the rule of law and comprehensively strengthening Party discipline.
