Chinese State Councilor and Defense Minister Chang Wanquan met with Vietnamese defense chief Phung Quang Thanh for the second high-level border talks between the two militaries on May 17.

After meeting with Thanh in Mengzi, Southwest China’s Yunnan province, Chang and Thanh signed a summary of the talks and attended a joint news conference.

Chang noted that the dialogue had witnessed “profound content and frequent interaction”, and both sides greeted each other with frankness, friendship and enthusiasm.

Mutual trust has been promoted and friendship deepened, and both sides have decided upon concrete measures to boost development of the relationship between the militaries, especially those to fortify cooperation regarding border defense, Chang said.

As one of the next steps, the two sides should tangibly implement the consensus reached by Xi Jinping, general secretary of the CPC Central Committee, and his Vietnamese counterpart Nguyen Phu Trong, he said.

Both sides “will be dedicated to championing the big picture, seeking cooperation and a win-win outcome, further promoting feelings between the militaries and people of the two countries”, he added.

Thanh said the dialogue serves as a measure to implement consensus reached by the party chiefs, adding it has proved a “great success” having effectively boosted bilateral exchanges and cooperation.

Vietnam attaches priority to the relationship between the militaries and is ready to work with the Chinese to inherit and develop friendship, deepen mutual trust, expand cooperation and make active contributions to bilateral friendship, he said.

Chang and Thanh earlier witnessed a joint patrol along the border and attended a drill presentation by the Chinese border defense force.
