The government is willing to scrap outdated rules and establish a better legal system to encourage domestic and international talents to start businesses and innovate, Vice-Premier Ma Kai said.

Ma made the comment while addressing the 13th Conference on International Exchange of Professionals in Shenzhen, south China’s Guangdong province on April 18.

He stressed that China will deepen its reform and eliminate systematic and mechanical barriers that obstruct the development of talents.

He said the government will implement more open and efficient policies to make it easier for international experts to come to China.

The vice-premier also proposed improving the legal system in human resources and intellectual property rights to create a fair, just and open environment for domestic and foreign innovators.

Ma said talents are the most important resources, and he attributed China’s economic and social achievement to Chinese as well as those from all over the globe.

He said he hopes to see more domestic and foreign skilled people contribute to the development of China.
