It is crucial to draft development guidelines that emphasize steady economic growth, technological innovation and green development, Vice-Premier Zhang Gaoli said on his inspection trip to South China’s Guangxi Zhuang autonomous region during Sept 16-18.

Apart from many inspection visits to government departments and local enterprises, Zhang also hosted a work meeting on the drafting work of the 13th Five Year Plan (2016-20).

“The government should map out new and scientific development guidelines,” Zhang said. “With development being our first priority, we should innovate and improve our economic adjustments so that consumption and investment can play their roles to stimulate growth.”

“The new plan should also include coordinated development of urban and rural areas driven by technological innovation,” he said.

Furthermore, the vice-premier also urged more reform efforts to eliminate institutional barriers for social progress, and safeguard the environment through low-carbon development.
